The 13-digit account number you need for a duplicate bill is usually handed over by the builder along with the keys; if you bought a resale flat, the seller's last paid bill carries it. Society common-area bills (lift, water pump, lobby lights) are billed against a separate master account and cannot be downloaded with your flat's 13-digit number — they live with the society office instead.
